A day after former President Donald Trump’s decisive victory over Vice President Kamala Harris in the 2024 presidential election, California’s Democratic Gov. Gavin Newsom announced a special legislative session in December to protect the state’s progressive policies from anticipated federal rollbacks. Newsom, a vocal Trump critic, has called on lawmakers to “Trump-proof” California’s laws, ensuring that core values such as reproductive rights, immigration protections, and environmental policies remain intact.

“The freedoms we hold dear in California are under attack — and we won’t sit idle,” Newsom said in a statement, pledging to defend California’s policies and people against Trump’s agenda. Newsom has instructed the Legislature to consider additional funding for the state attorney general’s office, led by Rob Bonta, to prepare for upcoming legal battles.

Bonta echoed Newsom’s commitment, citing the state’s extensive legal record against Trump’s policies during his first term. “We rejected him. We rejected his values. We rejected his agenda,” Bonta said, adding that his office has already reviewed over 120 lawsuits filed during Trump’s first administration to gear up for possible renewed federal actions.

Across the nation, other blue states are also mobilizing. New York Gov. Kathy Hochul and Attorney General Letitia James have announced plans to regularly meet with senior staffers to protect rights related to reproductive health, civil rights, immigration, and environmental protections. In Massachusetts, Gov. Maura Healey noted her state is monitoring Trump’s statements and preparing to counter any federal moves affecting core state policies. “We’ll have to see if he makes good on what he promised and ran on in terms of Project 2025 or other things,” Healey remarked.

Trump has signaled his intent to pursue an aggressive agenda, including the deportation of undocumented immigrants and prosecuting political opponents, intensifying fears among California’s immigrant communities. “I can promise to the undocumented immigrant community in California that I and my team have been thinking about you for months,” Bonta said. “We’ll do everything in our power and use the full authority of our office to defend you.”

As Newsom rallies California’s leadership to uphold state protections, Senate President Pro Tempore Mike McGuire issued a statement reflecting the urgency. “California has come too far and accomplished too much to simply surrender and accept his dystopian vision for America,” McGuire said, emphasizing the state’s stance on issues like abortion access and environmental standards.

California, which has passed progressive laws that stand in stark contrast to Trump’s proposed policies, could soon find itself in a legal showdown. For instance, California’s landmark legislation on climate change aims to phase out gasoline-powered cars by 2035, while its “sanctuary” policies ensure that the state will not assist federal immigration enforcement. Additionally, the state provides healthcare to low-income residents regardless of immigration status and maintains strong protections for reproductive rights.

Despite California’s overwhelming support for Harris in the recent election, Trump made significant gains in the state, potentially surpassing his 2020 record of 6 million votes. Jessica Millan Patterson, chair of the California Republican Party, argued that the state’s Democratic leadership is “out of touch” and leading California “down a destructive path.”

This isn’t the first time California has led resistance against Trump. During his initial term, Democratic-led states successfully challenged several of his policies, including his travel ban on Muslim-majority countries, internet regulations, and environmental rollbacks. However, with a more conservative-leaning Supreme Court and a Senate that could be GOP-controlled, some anticipate that Trump’s policies may find more favorable rulings this time.

“We learned a lot about former President Trump in his first term,” McGuire said, emphasizing Trump’s determination to see his policies through. “California’s progressive values won’t just be swept aside.”

As California prepares for what could be a prolonged struggle to preserve its policies, Newsom’s actions underscore his commitment to ensuring that the state remains a bastion for progressive ideals. And as California’s top officials stand ready to counter Trump’s initiatives, the stage is set for a potential clash between state and federal authority.
